Chairman
H.E. Abdulla Abdul Rahman Al Shaibani

His Excellency Abdullah Abdel Rahman Al-Shebani is the Secretary General of the Dubai’s Executive Council and the Board Chairman of the Community Development Authority in Dubai, driving the organisation’s overall goals.

He has extensive expertise in dealing with different issues and projects on the local level in the government sector. He also holds important managerial positions in both the private and public sectors, and public welfare associations.

Al-Shebani holds a distinguished academic background in the fields of business management and civil engineering. He obtained his masters in business management from the American University in Sharjah. He also holds a civil engineering degree in Construction from the American Metropolitan University of Colorado.

He has contributed to several development and construction projects in Dubai, and supported the professional services sector in Dubai Municipality serving as Assistant Director General for Technical Services.

Earlier, he worked as Director of Contract Management and Procurement, Director of General Projects and Maintenance Department, Chairman of the projects department in the Department of Planning and Vice President of the implementation and maintenance Division.

Al-Shebani also served in a number of key committees, including Higher Leadership Committee of Dubai Municipality, Chairman of the follow-up Committee to continue using e-government programs in the Municipality, Chairman of the receipt of the Dubai Government Workshop, member of the Technical in the Municipality, Chairman of the municipal privatization committee, and Member of the financial claims committee. |

Vice Chairman
H.E. Major General Mohammed Ahmed Al Marry
His Excellency Major General Mohammed Ahmed Al Marri is Board Deputy of CDA and the Director General of Dubai’s Naturalization and Residency Department.

He is also the Chairman of the Permanent Committee of Labour Affairs in Dubai, and a member of the Higher Committee for Crisis Management and a member of the Organizing Committee for the Dubai Shopping Festival.

Al Marri graduated from the Dubai Police Academy and joined Dubai Police in 1980 where he began his career as an officer. He served as Deputy Director of the Department of Criminal Evidence in 2001 before being appointed as Deputy Director General of Inquiries and Criminal Investigation Department from 2004 until 2006.

Al Marri is considered a leading expert in solving crimes and fingerprint technology in the region, having received intensive training courses and attended workshops and specialized conferences in the UK, USA, France and Egypt.

- In 1994, Al Marri, with the help of a team of experts, succeeded in transforming the footprint system from manual to electronic, which helped facilitate easy searching and archiving of fingerprints.

Dubai’s face in global rally races, His Excellency Mohammed Ahmed Bin Sulayem serves on the Board of CDA providing valuable insights on the working of the organisation. He works to promote community spirit and cooperation towards people with disabilities through his participation in social awareness programs and campaigns for people with disabilities in the UAE. He believes in playing a key role to help people with disabilities achieve their true potential through rehabilitation and equal opportunities in jobs by providing them with the right infrastructure designed to the latest standards and thus help them integrate in the society and live a normal life.

Born in Dubai in 1961, he studied political science at Washington University in the USA. He has won a number of regional and international Rally championships and dominated the sport for more than 20 years before announcing his retirement in 2002.

Bin Sulayem won the Middle East championship 14 times and achieved 61 international victories between the years 1986 and 2002 – a record-breaking feat that stands unchallenged.

Bin Sulayem also established the UAE Desert Rally, one of the world desert and motorcycles rallies held annually since 1991.

Due to his efforts, Bin Sulayem won the membership of The International Motorcycling Federation (FIM), in 1991, the only legitimate UAE representative of the sport. Honouring his achievements in sports and community service, he also awarded the title of 'the sportsman of the century' in the UAE by Agence France-Presse in 1999.

Bin Sulayem also won various prizes including the Lebanese FA Cup in 1987, The Jordanian Qawqab medal submitted by Late King Hussein in 1996, Lebanese medal of Cedars in 1999, the gold medal from King Abdallah Bin Hussain in 1999, The Arabian Pioneers prize by the Arab League in 2000 and the Bahrain Medal from His Highness Hamed Bin Issa in 2004.

In 2006, he was the chairman of the Automobile & Tourism Club, the sole representative of the Federation Internationale de L'automobile (FIA) in the UAE. The FIA counts 213 authorities from 125 countries. Confirming his role, he has been chosen vice president of FIA and is the first Arab to attain such position.

In 2008, Bin Sulayem was honoured by HH Sheikh Khalifa Bin Zayed Al Nahyan President of the UAE, and also won Sheikh Mohammed Bin Rashid Al Maktoum's prize for sport innovation in local administrative category in 2009.

For almost 20 years, Bin Sulayem contributed in elevating safe driving habits in the UAE by participating in workshops and awareness seminars and lectures for students.

TAG Heuer added a Bin Sulayem brand as part of its support for his charitable initiatives. He contributed all revenues from this brand to the UN's Children Support organization. He also launched the ‘go with the champion' initiative and collected AED320, 000 distributed for charitable causes. He is the first Arab character to be used in the electronic game: Colin MCRAE: DIRT 2.
H.E. Khalid Mohamed Bin Bakhit

His Excellency Khalid Mohamed Bin Bakhit offers his extensive industry experience and management expertise in driving CDA’s objectives.
He is the vice president of Al Bakhit Group, and General Manager of Uni Mex, Uni Mix Block Industry, Dubai National Transport, Modern Mechanical Services Centre, Al Bakhit Real Estate and CEO of Al Bakhit Construction Equipment.
He holds a bachelor’s degree in business management from Al Ain University. He is also a member in the Young Arab Leadership Forum. Al Bakhit received several awards such as Industry Chief Executive Award and the Fifth Middle East CEO Award in 2008.

She is a psychological guide at the University of Sharjah, and a member of Sheikh Hamdan Bin Rashid Al Maktoum Award for Distinguished Academic Performance. Her Excellency Balhoul has chaired several workshops and training courses.

- She holds a Bachelor’s degree in Pyschology and Education and she is also an acreditied specialist in Neuro Linguistic Programming.
H.E. Maha Mohammed Gergash

Born in Dubai- UAE, Maha is a graduate of George Washington University, US, specializing in Radio and television, and post-graduate in Electronic Graphic Arts and 3D from Goldsmith College in London.

Previoulsy, Vice President of Dubai TV, she now manages her own business speicalised in designing and executing advertising and media campaigns.

In 1985, she joined Dubai Media Incorporated in the editorial and broadcasting section of Dubai FM, and then moved on to work for Dubai TV directing and documentaries and drama movies. She supervised the launch of special programmes aimed at nurturing the skills of UAE nationals in broadcast and TV media. In 2000, she won the "distinguished employee award' at the Dubai Government Excellence Program.

- Ms Gargash released her first book "The Sand Fish" published by worldwide renowned Harper Collins publishing house in New York. Her hobbies include volunteer work, supporting human and charity initiatives, reading, sports and travel.

Shaikha Dr Afra Bint Hashr Bin Manei Al Maktoum is a board member and chairman of the Standing Research and Planning Committee at the Community Development Authority (CDA). Shaikha Dr Afra’s, through her rich experience and social commitment, strengthens CDA’s role among the community.

Shaikha Dr Afra was a lecturer at the Faculty of Humanities and Social Sciences, United Arab Emirates University. She also worked as a social specialist for two years, and co-ordinating member of the prestigious Sheikh Hamdan bin Rashid Al Maktoum. She was also a former administrative at the Ministry of Education and coordinator of student activities in Dubai.

Shaikha Dr Afra is the author of “Impulses of Conscience” published in 2009 focused on families. The book was well-received by all segments of society, and she is currently working on another book directed on girls.

Shaikha Dr Afra has presented a paper on “The extent to which women are aware of their rights and duties 2009” at the Emirates Human Rights Association. She also participated in a seminar on psychology family issues in the Gulf at the University of Bahrain and presented a paper on "Some social and psychological problems among a sample of university students 2009."

Shaikha Dr Afra participated in a symposium on violence against women organized by the Dubai Foundation for Women and Children in 2009. She presented a paper entitled “The relationship between Gulf drama and people with disabilities 2008” at a forum organized by Sharjah City for Humanitarian Services under the slogan “The TV and disability…mission and responsibility”. She also participated in the First Forum to Support Small Projects for Girls 2008 and “Our Generation and The Third Millennium…Vision and Aspirations” conference in 2000.
