About Us

The Community Development Authority (CDA) is a government authority belonging to the Government of Dubai that will be responsible for setting up and developing frameworks for social development. The Authority aims to achieve the goals outlined in the Dubai Strategic Plan 2015  (DSP) as declared by H.H. Sheikh Mohammed Bin Rashid Al Maktoum in February, 2007.

The velocity and magnitude of Dubai’s economic growth has been considerable and continues to set a record pace. However, social aspects of that growth have been unfortunately overshadowed by other indicators of development.

To the credit of Dubai's leadership, the links between economic and social growth and development have been acknowledged. As a result, there is now an opportunity to further develop the social well-being of communities and individuals.

The CDA is mandated with enhancing social development and national identity, as well as strengthening citizens' and residents’ roles in the community. It aims to develop the basic structures necessary for its work, through setting up the necessary policies, restraints and standards pertaining to social service providers, in order to elevate social standards.

Moreover, the CDA aspires to create an environment based on social cohesion that empowers the members of the community in Dubai, and enables them to participate positively in its social development by providing them with a social safety net, regardless of their nationality.

We will strive to be:

  • An organization that will lead the sector in achieving social development
  • A proactive organization that will anticipate and react effectively to the needs of the people
  • A client-based organization that will ensure social services are accessible, appropriate   and complete in a way that will empower and engage the population; and
  • An organization that prioritizes efficient and effective services.
 
The Dubai Strategic Plan 2015 recognizes that “in order for economic success to be sustained, it is crucial that the social development sector infrastructure be developed.”
 

 

The CDA’s strategic plan is based upon comprehensive research and analysis 
of the most important social issues facing Dubai.
