The Community Development Authority in Dubai has revealed a decrease in the number of registered violations against licensed civil establishments by 50 percent between 2016 and 2018. The authority also recorded a decrease in the number of written warnings to the private sector, which gives greater confidence in establishments' performance, guarantees the quality of services provided, and also ensures their conformity to legal standards set out by Law No. 12 of 2017 on civil enterprises in Dubai.
The authority explained that the primary role of supervision and inspection focuses on the application of the spirit of the law and the achievement of its objectives to protect beneficiaries of civil enterprises' services by ensuring the safety of its procedures and the quality of its systems.
Dr. Omar Al Muthanna, CEO - Licensing & Monitoring Sector at the Community Development Authority in Dubai, said that the authority is committed to educating licensed establishments on the provisions of the law and specifications and procedures to be followed to prevent irregularities. The auhtority also holds annual meetings with civil establishment representatives to strengthen their awareness and to communicate periodically wiith managers and staff to answer their queries and enhance their legal culture in this area.
Al Muthana said: "In two years we noticed a significant decrease in the number of irregularities, something that goes back to the enterprises' increased awareness of the law and their desire to apply the best standards. This enhances beneficiaries' confidence and contributes to these establishments playing a greater role in achieving social cohesion."
He added: "Our procedures monitor the presence of any violations and document them internally to estimate their severity, seeing whether there is room for adjustment at the club. If no correctitional procedures are taken by the club, an offence is issues, which has only happened four times during 2018."
Al Muthana continued: "The decrease in the number of violations within two years confirms establishments' high level of awareness and their desire to abide by the law. In general, the violations that were issued were the result of a change in the board of directors or the joining of new employees without knowing the details of the law."
Law No. 12 of 2017 on civil enterprises aims to achieve community development in the Emirate by activating the role of civil society and defining through its articles the general frameworks and regulations that guarantee the work of enterprises according to the best standards, providing them with the role expected of them, in line with the Emirate of Dubai's vision for community development.
